2023 Virginia APPA Plenary Speakers
The Honorable Creigh Deeds, State Senator For Virginia's 25th District
State Senator Deeds (Virginia’s 25th District) has dedicated his life to fighting for a Virginia that works for everybody. Raised in Bath County on his grandparent’s farm, Creigh attended Bath County High school before graduating from Concord College. Creigh’s grandfather was a local Committee Chair during the Great Depression, which instilled within him a passion for democracy and helping others at an early age. Determined to pursue a career of service, Creigh then graduated from Wake Forest University with his law degree before being elected Commonwealth’s Attorney of Bath County. Four years later, Creigh won a seat in the Virginia House of Delegates, where he fought for working families for nearly a decade before being elected to serve in the State Senate, where he remains to this day.
Col. Keith E. Gibson, Executive Director of the VMI Museum System
Colonel Gibson is Executive Director of the VMI Museum System and Architectural Historian for the Virginia Military Institute. As Director of Museum Programs, Colonel Gibson is responsible for the operation and development of the VMI Museum and the Jackson House, both in Lexington, Virginia and the New Market Battlefield State Historical Park in New Market, Virginia. Growing up near Richmond, Virginia kindled Keith Gibson’s interest in history at an early age. Colonel Gibson received his bachelor’s degree in Civil Engineering from the VMI in 1977. Graduate work at George Washington University and James Madison University helped prepare him for a career in public history. Colonel Gibson’s recent published works include Virginia Military Institute, Photographic History and Moses Ezekiel: Civil War Soldier; Renowned Sculptor. An Emmy Award recipient (2001 direction, PBS docudrama Field of Lost Shoes), he has worked on a number of documentary films, made for television films, and feature films, including the 2014 feature film on the Battle of New Market, Field of Lost Shoes. He appears frequently as a spokesperson for historic preservation. He was instrumental in the development of the Shenandoah Valley Battlefields National Historic District and Commission Act passed by Congress in 1996. In 2012 Colonel Gibson was awarded the Governor’s Agency Star as the outstanding state employee of the year.

Randy Campbell
Randolph A. Campbell, FMP, CEFP, is a seasoned facilities management professional with over 20 years of experience in the industry. He is known for his expertise in developing and implementing effective strategies for managing complex facilities and infrastructure systems.
Currently, Randolph serves as a Senior Director of Facilities Management at a large, multi-site organization, where he is responsible for overseeing the management of facilities and infrastructure systems across multiple locations. In this role, he leads a team of professionals who work collaboratively to ensure that all facilities are properly maintained and meet the needs of the organization's employees and clients.
Prior to his current position, Randolph held several leadership roles in facilities management, including Director of Facilities and Operations at a large research university and Manager of Facilities Services at a healthcare organization. He has a proven track record of delivering exceptional results, and is known for his ability to manage complex projects and initiatives on time and within budget.
Randolph is also a certified Facilities Management Professional (FMP) and Certified Educational Facilities Professional (CEFP). He is committed to staying up-to-date with the latest trends and best practices in the industry, and is actively involved in several professional organizations, including the International Facility Management Association (IFMA) and the Association of Physical Plant Administrators (APPA).
Vince Wolcott
Vince has 35+ years of experience in consulting and engineering
of telecommunications network systems. He started his career in the United States Air Force
as a Communications Specialist working on military grade encrypted communications systems
in 1980. Since then, he has been involved in DAS Cellular RF designs, K-Band satellite
encryption designs, complex Mass Notification Systems designs, RF Radio system designs,
and high speed optical fiber network designs. He is a certified Registered Communications
Distribution Design engineer (RCDD) since 1991. He enjoys mentoring young engineers on
“how technology communicates” and “the correct way to design communications systems”.
Ted Vergis
Ted Vergis comes to enVerid with nearly 10 years of experience in energy efficiency, storage, and renewables where he has been a top salesman, manager, and executive. He is experienced in growing B2B and B2C technical sales teams which have transformed competitive landscapes and public policy. As an award winning leader of sales organizations ranging in size from 5-150+, Ted has been responsible for nearly $1BN in deployed construction projects and revenue gains of several hundred percent year-over-year.
Mark Bailey
Mark is an experienced energy professional and is focused on helping K-12 and Higher Education Customers provide high performance facilities that meet the needs of students, staff and administrators. Mark delivers HVAC technology and business solutions that solve customer challenges and help them meet their facility goals. He brings years of energy efficiency and renewable energy policy, program management, implementation, business development and marketing experience combined with analytical and relationship management skills to clients, customers and partners.
Paul Matthews
Paul Matthews is Director – Federal Energy Solutions at Dominion Energy with overall responsibility for their Utilities Privatization and UESC programs and for their O&M contracts on customer owned utility systems. Paul has assisted Dominion Energy’s privatized
installations in implementing multiple projects to improve their reliability, resilience, and sustainability which resulted in an 88-100% decrease in outages and the installation of multiple emergency back-up generators and microgrids for resilience and sustainability. Paul also oversaw the successful completion of multiple UESC projects and the award of projects currently in construction at the Pentagon, MCB- Quantico, and NSF Dahlgren, and MCAS-Beaufort.
Terry Maynard
Terry Maynard is a highly accomplished manager with extensive experience in both the military and higher education sectors. During his 23-year career in the Navy, he achieved the rank of Senior Chief Petty Officer, and led cross-functional and diverse teams in dynamic, fast-paced environments, conducting operations in regions such as Europe, Asia, and the Middle East. After transitioning to a civilian career, he became the Facilities Management Housing Zone Manager and works closely with Housing and Residential Life at the University of Virginia. In this position, Terry is responsible for leading facilities services for approximately 7,000 beds in 180 buildings with a $10 million operating budget. He oversees a team of nine supervisors with roughly 90 frontline employees responsible for in-house maintenance, custodial; as well as, contractor forces performing custodial and trades work and non-capital projects. Terry is committed to developing internal talent, optimizing maintenance operations, and providing top-notch service to the university's residents.
Timothy Carey
Tim Carey is a Senior Facilities Management Consultant at Facility Engineering Associates, where he assists clients with strategic facility planning, organizational evaluations, process improvements, and performance measurement. Tim spent 37 years in higher education and has extensive leadership experience within facilities via positions at Montclair State University (NJ) and more recently at lthaca College (NY)where he served as the Senior Facilities Officer until2O22. While at lthaca, he also briefly served as the lnterim Vice President for Business and Finance. Tim earned a doctoral degree at Rutgers University in Educational Theory, Practice and Administration (doctoral dissertation: Total Quality Management in Higher Educatian: Why lt Works; Why lt Does Not).
Chris Hodges
Chris Hodges is a founding Principal of FEA with more than 40 years of experience in facillty
management and operations. He has been engaged in the field of facility management since 1979,Performing facility evaluations, organizational assessments, evaluation of facility-related finance and budgeting, repair and restoration of facilities, and training of management and engineering and facility management staff. Throughout his career he has been a consistent contributor to the engineering and facility management community. His writing, presenting, training and leadership positions in professional organizations have earned him recognition as a Fellow of the lnternational Facility Management Association (IFMA). Chris is an adjunct faculty member in the Facility Management Certificate program at George Mason University and has taught in the FM Graduate program at Catholic University. He is co-author of the book, "sustainable Facility Management - The Facility Manager'sGuide to Optimizing Building Performance."
Matt Hollomon
Matt Hollomon, Project Executive at Kjellstrom and Lee, Inc.
Matt has worked as the Construction Manager on higher education projects for over 15 years. He has managed a variety of projects including many LEED Certified, Historic Restoration, and state-owned buildings. These projects all involved close coordination with outside entities such as the Virginia Department of Historic Resources (DHR) and the Division of Engineering and Buildings (DEB). Matt's experience with DEB includes review during preconstruction and inspections during construction. Additionally, Matt works to maximize SWaM participation and to exceed SWaM project goals on state agency projects. Matt resides in Richmond but is heavily involved in Kjellstrom and Lee's Shenandoah Valley efforts.
Ben Drake
Ben Drake has served The Garland Company for the past 8 years as a senior technical representative in the Virginia/DC area. Garland is a “full-service” manufacturer of building envelope materials, which means Ben takes a cradle to grave approach to each project; working with owners, architects, FM’s, and installers to provide roofing & waterproofing solutions that exceed expectations. Ben has a project resume spanning the public & private sectors including state & federal government, higher ed, healthcare, Dulles/Reagan Airports, and several fortune 500 companies. A Pittsburgh/Ohio native, Ben currently lives in Arlington, VA with his wife Mary, 1 year old son Mac, & Charlie the dog.
Shelomith Gonzalez
Shelomith Gonzalez is the Occupational Health and Safety Manager for UVA Facilities Management. Shelomith has 17 years of experience in safety and risk management in the construction and facilities management trades and is an expert in the design and development of safety policy, procedure, and implementation. Shelomith's philosophy and approach to safety is that of empowering workers to prioritize their lives and wellbeing, educating them in how to do so, and helping keep systems and processes that employees function within operating safely.
Tyler Callahan
Tyler Callahan has over eight years of Business Development experience with the last five years spent in the Property Restoration industry. Tyler has experience working in the municipalities and universities spaces all over the state to help them be prepared when a property damage occurs. Tyler lives in Richmond, Virginia with his wife (Nan) and their Goldendoodle Millie.
Jesse Ohm
Jesse’s expertise includes analyzing & re-designing industrial chiller plants, optimizing plant operations,maximizing efficiency, and verifying energy savings. His skills include Industrial system design, leading projects execution, commissioning, measurement & verification, and utility incentives. Jesse has performed over 200 optimization retrofit studies and executed over 25 large scale central plant projects,from 500-ton plants to 56,000-ton multi plant district cooling systems around the world. Jesse is a licensed professional engineer in Pennsylvania. His experience in industrial central plants and energy savings spans many market sectors including High-Tech and Pharmaceuticals Manufacturing, Healthcare,Higher Education, Data Centers, District Cooling, and other industries.
Matthew Ezold
Matthew leads Bala Consulting Engineering’s Digital Planning team and is a digital ecosystem and user experience master planner. Matthew focuses on applying user experience requirements throughout the technology design, procurement and operations process to remove barriers to user adoption and engagement. Matthew’s background in event space design and applying technology principles across vertical markets allows his designs to be extremely flexible and highly integrated.
Through his writing and presenting efforts, Matthew is considered a thought leader in building
systems process integration and innovative procurement and sourcing methodologies.
Steve Patterson
Steve Patterson is an experienced Facilities Leader with over 30 years of experience related to building improvements and energy services in the public and private sector. He is currently the Chief Facilities Officer for Northern Virginia Community College, the 3rd largest Community College in the U.S. His prior experience includes 18 years engaged in building improvement projects with a focus on energy conservation and 9 years with an electric utility. Mr. Patterson is a licensed Professional Engineer in VA, is a Certified Energy Manager, and a Certified Facility Manager. He is currently on the Virginia APPA Board.
Bill Bath
Bill is part owner and COO of Annihilare Medical Systems (AMS). He and the team at Annihilare arehyper-focused on creating safer and healthier spaces for all people. Bill’s past experience as a business strategy and profit improvement executive helped CEOs and business owners improve bottom-line performance and achieve maximum value in their businesses. He is also a husband, father of 2 boys, avid OCR athlete and 3x World's Toughest Mudder competitor.
Mary Sherman
Ms. Sherman is a Licensed Clinical Social Worker in Virginia and a Certified Employee Assistance Professional. Ms. Sherman has extensive experience with coaching, short-term problem solving, management consultation, mediation, and facilitation on a range of personal and workplace issues. She has additional expertise helping employees improve communication skills, balance work and home, manage stress, increase happiness, in domestic violence work, and in helping employees deal with anxiety and depression. Member of the Employee Assistance Professionals Association and the College and University Work Family Association.
Kevin Day
Mr. Day leads the Facility Performance Services division of MBP, which includes commissioning, existing building commissioning, monitoring-based commissioning, energy audits, and sustainability consulting. He has over 20 years of experience as a commissioning authority and mechanical design engineer with a focus on high efficiency systems and control strategy optimization. He has designed and commissioned hospitals, central plants, natatoriums, office buildings, higher education, and K-12 facilities for new construction and renovation projects for public and private owners. As a Certified Commissioning Professional, he is experienced in all facets of the facility performance services; has specialized experience in ASHRAE energy audits, and is a Certified Energy Manager.
Dennis Kacsur
Dennis Kacsur is Southeast Sales Manager Merlo Energy. Over the last 28 years, he has worked in various technical sales, marketing, and training positions with several steam specialty equipment manufacturers and sales organizations. He has also helped contractors, engineers, and facilities across multiple industries design, improve, and maintain steam and condensate systems. Originally from Allentown, PA, Dennis has a BS in Mechanical Engineering from Penn State and an MBA from DeSales University. He currently resides in Blythewood, SC.
Jon Shuster
Jon Shuster is an experienced sales professional currently working as a Business Development Manager with Club Car, a leading manufacturer of golf carts and utility vehicles. With over 15 years of experience in the automotive and transportation industries, Jon has a deep understanding of the needs of his clients and is known for his exceptional customer service and attention to detail. In his current role at Club Car, Jon is responsible for managing sales and business development in his region, and is committed to delivering innovative, customized solutions that meet the needs of his clients. Overall, Jon Shuster is a highly respected and accomplished sales professional, known for his expertise, professionalism, and commitment to delivering exceptional results for his clients and colleagues at Club Car.
Kevin Miller
Kevin Miller is a seasoned facilities management professional who currently serves as the Director of Facilities Management at Hampton-Sydney College, a private liberal arts college in Virginia.
In his role at Hampton-Sydney, Kevin is responsible for overseeing the management and maintenance of the college's physical infrastructure, including buildings, grounds, and other facilities. He works closely with college administrators, faculty, and staff to ensure that all facilities are well-maintained, safe, and conducive to learning and working.
With over 20 years of experience in facilities management, Kevin has a wealth of expertise in all aspects of facility maintenance and operations. Prior to joining Hampton-Sydney, he held several leadership positions in facilities management, including serving as Director of Facilities at Sweet Briar College and as Assistant Director of Physical Plant at Longwood University.
Kevin is committed to staying up-to-date with the latest trends and best practices in facilities management, and is an active member of several professional organizations, including the International Facility Management Association (IFMA) and the Association of Physical Plant Administrators (APPA). He is also committed to sustainability and environmental stewardship, and has led several initiatives to improve energy efficiency and reduce waste at Hampton-Sydney.
Robert Dillingham
Robert Dillingham is an accomplished sales professional with over 10 years of experience in the building automation and life safety industry. He currently serves as the Sales Manager at JCI, a leading provider of building automation and HVAC systems.
In his role at JCI, Robert is responsible for leading a team of sales professionals who work with clients across a variety of industries to provide customized building automation solutions. He is known for his exceptional sales skills, and has a proven track record of exceeding sales targets and delivering exceptional customer service.
Prior to joining JCI, Robert held several senior sales positions at other building automation companies, where he gained extensive experience in sales strategy, account management, and business development. He is known for his ability to build strong relationships with clients and colleagues alike, and is highly respected within the industry for his expertise and professionalism.
Vivica Williams

Richard Perkins
Mr. Richard K. Perkins, AIA, RA, NCARB is a Senior Architect and Director of Architecture of Raymond, a full-service architecture and engineering firm founded in 1992. Raymond’s primary focus is on building envelope/waterproofing and consulting. Mr. Perkins is a registered architect in the states of Virginia, North Carolina, Georgia and Texas; he has worked as an architect since 1986. His design experience exceeds 4,000,000 s.f. of projects including federal courthouses, K-12, higher education, healthcare, and experience in almost every type of roofing/waterproofing system on the market, with emphasis on historic terra cotta tile roofing.
He is a 1977 graduate of Virginia Tech, holding a degree in Architecture and Environmental Design. Mr. Perkins is a published author of science fiction novels and short stories, an active member of several historic heritage organizations and several professional organizations to include the American Institute of Architects, Society of American Military Engineers, and the Virginia Society of Healthcare Engineers.
Granville Grant
Mr. Grant has 40 years of experience with Spectrum Design, PC, a full-service architectural and engineering firm. Granville is directly involved with the operations of the firm with business development, client relationships and project management through design and construction. He maintains point-of-contact with clients throughout the project and works directly with the project team to execute successful projects. Project types include state agency, municipal, K-12 and higher education projects.
Mike Duffy
Michael Duffy is an experienced transportation operations and fleet manager with a track record of success in optimizing transportation systems for universities and organizations. Duffy currently serves with over 30 years of experience as the Transportation Operations and Fleet Manager at the University of Virginia (UVA), where he oversees the daily operations of the Facilities Management Fleet. Before joining UVA, Duffy worked for over two decades as the Fleet Manager of a large construction company, overseeing the maintenance and repair of the organization’s fleet. Duffy is recognized as a leader in his field and has received several awards for his work, the “Hoos Building Bridges Award from UVA President James Ryan, and the "Innovative and Effective Practices Award" from APPA in 2022. He was also a finalist in the 2022 Fleet Safety Award for American Automotive Leasing Association in North America. UVA has been recognized for the past 3 consecutive years in both the 100 Best Fleets and the Green Fleet Awards.
In his role at UVA, Duffy drove the effort to obtain the Calstart Sustainable Fleet Accreditation, making UVA the first university in Virginia to ever receive this award, and one of only 3 active university fleets in the nation with this accreditation. He led their effort to re-certify in 2019 where UVA received the Tier 3 accreditation with the highest score ever awarded to a university fleet. He has also led several Capstone Projects at UVA. This collaborative project involved FM Staff closely with UVA Engineering students and professors, culminating in UVA FM’s first-ever “Mindful Driver” training program.
Duffy has presented at several industry conferences, including the National Association of Fleet Administrators (NAFA) Green Fleet Awards Conference.
Eric Kuchar
Eric Kuchar is a Senior Manager with MCWB Architects, a full-service Architecture, Planning and Historic Preservation firm with offices in Williamsburg, VA and Albany, NY. The firm has achieved national prominence with the restoration of numerous National Historic Landmarks such as Thomas Jefferson’s Monticello and Poplar Forest; James and Dolly Madison’s Montpelier; Frank Lloyd Wright’s Florida Southern College; the University of Virginia, and hundreds of rehabilitations, adaptive reuse, and master planning projects at numerous college campuses along the east coast. Eric manages the Williamsburg office and has 27 years of building conservation, historic preservation, higher education, and business development experience. He assists higher education clients with building condition assessments, the integration of building systems into historic buildings, campus heritage master plans, and the restoration of historic features found on existing buildings. He enjoys finding opportunities to refine and continually use buildings to enhance the student experience using historic tax credits, grants, and the Secretary of the Interior Standards for Rehabilitation. Current projects include The College of William and Mary, Hampden-Sydney College, Sweet Briar College, Morgan State University, and the University of Virginia. Prior to joining MCWB, Eric worked for the New York State Historic Preservation Office where he reviewed tax credit projects and assisted building owners with MEP system and energy efficiency upgrades. Eric received a Bachelor of Science in Architectural Studies from Norwich University
and a Master of Science in Building Conservation from Rensselaer Polytechnic Institute. He currently serves on the Norwich University Board of Fellows for the School of Architecture + Art.
Chris Hoy
Chris Hoy attended Brigham Young University (construction management) and started his career in the private construction industry before joining the University of Virginia in 1997. His first UVA project was a total renovation of UVA's Emergency Department, and more than 20 years later, he was once again charged with improving the hospital's ED, but as the senior supervisory construction administration manager on the University Hospital Expansion project. The project – one of the largest and most complex in the University's history – was nearing completion in 2020 as news of the first cases of COVID-19 were reported in the U.S. As a collaborative team, the project design was creatively revised to include additional negative pressure rooms and an accelerated completion date. In his work, Chris has been particularly focused on the health and well-being of the hospital's patients as well as the staff. Chris is currently managing multiple projects along the Emmet-Ivy Corridor, which will transform a significant entry point to the University of Virginia and include the creation of the School of Data Science building and the new UVA Hotel and Conference Center.
Roberta Wright
Roberta is the Facilities Director for Patrick & Henry Community College. She brings more than 20 years of project management, engineering design, and construction management experience in both the public and private sectors. Roberta began her career with an A.A.S in General Engineering Technologies from PHCC and moved on to graduate from ODU with a B.S. and M.S in Business/Industry Training.
Ken Moyer
Ken Moyers is the Informatics Program Manager with Facilities Management at The University of Virginia. He has 30 years’ experience working in Information Technology and Program Management. His current team has business process ownership responsibility for Facilities Management’s Integrated Work Management System (IWMS). In addition, his team is responsible for developing and analyzing data from multiple systems to create business intelligence reports to aid the organization in making data informed business decisions. He started his career as an analyst and software developer with AT&T. From there held various roles with Hewlett Packard including ecommerce analyst and ultimately Program Manager for North American channel sales reporting.
