2024 Virginia APPA Plenary Speakers
Richard F. Sliwoski, P.E., Associate Vice President of Facilities at Virginia Commonwealth University
Currently serving as the Associate Vice President of Facilities at Virginia Commonwealth University (VCU), Richard F. Sliwoski, P.E., stands at the forefront of facilities management and public service. Richard brings an illustrious career spanning over two decades in public service and engineering to our Williamsburg conference. As a professional deeply rooted in serving the Commonwealth of Virginia, His leadership at VCU oversees a dynamic Facilities Management Department, managing significant projects that have advanced the university’s sustainability and infrastructure.
A veteran of the U.S. Army Corps of Engineers, Richard’s military service is a cornerstone of his distinguished career, providing him with unique insights into leadership, strategic planning, and project management. His tenure under Governors Kaine, McDonnell, and McAuliffe showcased his adeptness in executive management, procurement, and capital projects, culminating in substantial savings and efficiency improvements. Notably, as Director of the Virginia Department of General Services, Richard led the historic renovation of the Virginia State Capitol, demonstrating exceptional skill in marrying modern functionality with historic preservation and the Commonwealth’s commitment to preserving cultural heritage.
Richard’s academic achievements in civil engineering, finance, and strategic studies complement his professional and military experiences, enriching his expertise in facilities management, engineering, and public service. Richard’s keynote address offers invaluable perspectives on navigating the complexities of managing large-scale operations and projects within the public sector.
